Local
Government
The Town Board, comprised
of one supervisor and four
councilmen, is the governing body of the Town.
|
The Board meets
every second and fourth Thursday of the month at the Town Hall and also
meets when there is a special need. The meetings are open to the
public and are covered by the press.

The town is
represented in the New York State Legislature by the
Assemblyman from the 95th District, Annie Rabbitt, and the State
Senator of the 39th District, William Larkin.

|
The County of Orange is governed by a County Executive, Edward Diana, elected at
large, and County Legislature. The County is
divided into 21 districts of which four districts encompass portions of
the Town. Our County Legislatures are Michael Paduch and Dan Depew.

Town Supervisor:
John F. Ward, Jr. elected for a 2-year term. He is the chief
executive of the Town and as such handles appointments, policy and budget
with the approval of the Town Board. He is also the fiscal officer.

Four
Councilmen: John King, Eric Valentin, Kevin Mulqueen and Dan Tulp
, each elected for a two-year term. The Town has a ward system
- 4 wards with one councilman per ward.

Town Clerk:
Louisa Ingrassi, elected for a 2 - year term. The Town Clerk is the
keeper of all official records, minutes, and resolutions. In
addition, she issues licenses.

Receiver of
Taxes: Dorothy Ingrassia, elected for a 4-year term. She
collects all property taxes.
|
|
Two Town
Justices: Jamie Santana and Joseph Owen, each elected for a 4 -
year term.

Police Chief:
Robert Hertman, appointed. He is in charge of 42 police officers. Also there are
8 Dispatchers,3 Parking Enforcement Officers and 1 Animal Control Officer

Assessor:
Carol Voss, appointed for a 6 - year term. The tax assessor sets
a value on every parcel of property in the Town and administers all
property tax exemptions.

Building
Inspector: Eugene Jaques, Appointed from a Civil Service list. He
makes certain that structures meet requirements of the State building
code. Deputy Building Inspectors are: Don Kimble and
Donald Benedetto.

|
Superintendent
of Water and Sewer: Lou Ingrassi Jr. Bi-annual appointment.
|
|
Superintendent
of Highways: John Lippert. Bi-annual appointment.
|
|
Attorneys for
the Town: Greenwald Law Firm, Richard Guertin, James Bacon.
Annual appointments.
|
|
Deputy Town Clerk: Joyce Dickson.
2-year term. Appointed on the recommendation of the Town Clerk.
|
|
Historian:
Dorothy Hunt-Ingrassia. 2-year term. Collects and preserves the
town's history.

|
|
Deputy Receiver
of Taxes: 1-year term, appointed on recommendation
of Receiver of Taxes.

|
Animal Control
Officer: Sharon Weber. Annual appointment.

Court
|
The two Town
Justices in the Town of Wallkill, Jamie Santana and
Joseph Owen, are elected every four years. The position of
Town justice; one need not be an attorney to be elected
Town Justice. A person elected to the position must take a judicial
course administered by the Office of Court Administration.

The Court
handles civil cases and small claims up to a limit of $3,000.00. It
also has jurisdiction of criminal cases consisting of violations and
misdemeanors. The Court holds sessions in the Town Hall.

Boards & Commissions
|
Planning Board:
Chairman, Gary Lake. 7 members. 3 years
terms. The Board oversees new building, land uses and
zoning ordinances. All plans for building construction must be
approved by the Board and must meet with the regulations of zoning and
density. New York State codes must meet with the
regulations of zoning and density. New York State codes for
construction, electrical and plumbing are followed. The Board meets
the first and third Wednesdays every month.

Zoning Board of
Appeals: Chairman, Stanley Wilson. 7 members, 3
year staggered terms. It meets the second Monday of every month.
|
|
Assessment
Review Board: 3 members. The Board hears grievances regarding
assessments, after which it may increase or decrease the assessment.
|
|
Industrial
Development Agency: 7 members. The IDA can issue revenue bonds for
the purpose of acquiring, improving and preparing sites for use by
prospective industrial acquisitions. (The Town of Wallkill was the
first Town in the State of New York to utilize this law which was passed
by the State in 1968).

Human Rights
Commission: The Commission hears grievances concerning possible
discrimination, makes recommendations, and may contact the State when
there is a suspected violation.

|
Ethics Board:
Chairwoman, 4 members. After an investigation of a complaint,
it makes a recommendation to the Town Board who determines the final
disposition.

Finance
|
Supervisor John
Ward is the fiscal officer for the town. He prepares the budget for
the Town. The fiscal year for the town coincides with the calendar
year.
|
|
Real property
taxes are payable from January 1 to January 31 without interest or
penalty, and they can be paid at the Town Hall. The total Town tax rate per $1000
assessed valuation for 2010 is $14.29
to which is added the appropriate Fire District, County, School, Library rate. There are
additional water and sewage rates for residents who live in those
districts.

The Town Board
notifies the residents of the Town by publication at least five days prior
to the passing of the budget.
