Planning Board Minutes from 8-7-0-02 continued

T. DePuy: We will reflect the revisions on the plan.

A. Dulgarian: Just to reiterate that the lighting issue is very important. Tom, can you just over the flow one more time? On Crystal Run Road, that's a right in, right out only?

T. DePuy: Yes.

A. Dulgarian: And then the signage is going to be at the exit there or is it going to be somewhere in the lot where people know before they get there?

T. DePuy: What we are trying to do is re-direct anybody coming back out of here this way.

A. Dulgarian: This road is going to be constructed behind? Gary, he is going to have people go all the way to the ramp and find out they can't get out there. Is there any other signage?

T. DePuy: What I will do is put a similar sign out here to arrow them back.

G. Lake: We did talk about that a lot at the work session. One of the things we said people could find their way in to Outback and Carrabba's and the Hotel so we wanted them to come to that point and go in and out.

A. Dulgarian: But he has a real good opportunity right here to put signage to leave the site.

T. DePuy: We will be putting in additional signage.

G. Lake: That's a good idea.

A. Dulgarian: Sidewalks, are they going to extend the whole length of the property?

T. DePuy: Yes.

A. Dulgarian: Up to the curb cut here. Landscaping on the roof, how is that going to work?

S. Hallet: Basically the roof top garden is a structure that's a poured slab. It's supported with steel. It is landscaped with plants and shrubs that are conducive to climates throughout the country. In Florida things would be more tropical. In the Northeast as we have in Allentown, Pennsylvania you will see more evergreens, etc. things that are conducive to the area.

G. Lake: And they do grow?

S. Hallet: They do go. It is maintained. We do hire a local landscaper to maintain it. It is fully irrigated with cold drainage and it is maintained like any other landscaping would be on the ground.

A. Dulgarian: You mentioned a patio? I didn't see the concept or I missed it. It just goes around the two sides of the building?

T. DePuy: Yes.

A. Dulgarian: And we used those calculations in outside eating?

T. DePuy: No. It's not intended for outside eating.

A. Dulgarian: No additional signage other than on the building? There are no reader boards at this site?

T. DePuy: We are going to have directional signage to lead people in.

A. Dulgarian: What I'm saying, there's not going to be any future signage that says the Outback, Carrabba's, etc.

G. Lake: I don't think we would want that.

A. Dulgarian: And the next thing for the record, the next thing that's done on this site, mitigation kicks in, right?

T. DePuy: No.

A. Dulgarian: Why not?

T. DePuy: There is one more lot before that kicks in.

A. Dulgarian: Really.

G. Lake: We will check on that.

A. Dulgarian: I think it is exactly what we're looking for in that area. I have no problems with the project other than meeting all of Dick's issues.

P. Owen: I don't have a problem with the concept. I like it for that area.

R. Carr: I have one major problem. The driveway on Crystal Run Road. It's just a bad place. It is looking for an accident to happen along that road. You really should have some way for the traffic to turn off.

T. DePuy: I did look at that. There is no land available there to do anything.

G. Luenzmann: I only have a couple of questions which I believe were answered, the sidewalks, the lighting. Also, as far as your drawing is concerned, Carrabba's you show as the front being right here facing Crystal Run Crossing, right? This is where the sign is facing.

T. DePuy: Yes.

G. Luenzmann: Let me just verify again, you can do a right turn in, a right turn out.

T. DePuy: Right. And then we are doing directional signage to direct people out the other access point.

G. Monaco: Just the traffic issue that Mr. Carr brought up that should be addressed.

G. Lake: I agree with everything said. I don't have anything to add.

1. THE REGENCY CLUB APARTMENTS - SITE PLAN/SPECIAL USE PERMIT - Schutt Road (73-1-4) #003-002

R. Smith: We were before the Board two or three months ago on this project which is a project that was approved in the early 1990's and never constructed so the approval lapsed. Three or four months ago when we were here we were seeking making application to reinstate the approvals so that the project could move forward. At that time the Board gave us some direction. The project is located on Schutt Road. It is a one hundred thirty unit proposed apartment complex. The design is the exact same design that was approved in the early 1990's. What the Board asked us to do at the meeting several months ago was address the technical issues to bring it up to current standards, storm water, drainage, traffic, water lines, sewer lines, all the design standards, which we did. We did that through a series of work sessions with the Town Engineer. Additionally the Board made a strong recommendation that we do what could be done to address the architectural integrity of the design of the project. The applicant gave some attention to that. We have the revised rendering and design which follows the same footprint and the exact same design as was approved in the 1990's.

T. DePuy: This project will get its access off of Schutt Road. We have a circular design access point which services each of the five structures. The drainage will run across this area and back down. We have proposed a detention pond in this area which will act both as a retention and pollution control and will discharge down to the existing small stream in that area. Also, the water service off of Schutt Road, we are going to have a proposed loop system through here which will give adequate fire flow and domestic flow to the project. The sewer will all be collected to a single point down in here and a pump station will pump up hill and back out to the existing manhole located out on Schutt Road. They are proposing a tennis court and play area at this time along with a pool house and pool for the overall project.
G. Lake: Are you going to go through Dick's comments?

L. Appel: I believe each of you have the smaller representation of the larger rendering over here. The design was developed using brick and siding. The entrances to each of the apartments was kept reset and staggered to avoid a single row and buildings themselves were also staggered. The buildings comprise of six apartments on the first floor, another six apartments on the second floor. I believe there is a breakdown of ninety eight one bedroom and thirty two, two-bedroom apartments.

A. Dulgarian: I have no questions at this time.

P. Owen: I have no questions at this time.

R. Carr: I have no questions at this time.

G. Luenzmann: No I don't.

G. Monaco: No.

L. Wolinsky: The only thing I wanted to say is what we're looking for procedurally tonight is the Board's declaration of intent to be Lead Agency for the SEQRA review and the scheduling of a Public Hearing. I believe we're sufficiently engineered for that purpose.

D. McGoey: I'm not sure Tom if you have to go each and everyone of them. If you do have any problems with them . . . Item #2 I requested that the recreational facilities, tennis courts, swimming pool, etc. be noted that they will be constructed before Certificate of Occupancies. Does the applicant have any problems with that?

T. DePuy: No.

D. McGoey: The other thing the Board can look at the landscape plan between now and the next meeting.

G. Lake: All these things other things are pretty straight forward, Dick?

D. McGoey: Yes.

A. Dulgarian: I was just curious the driveway is a private drive?
R. Smith: Yes. Everything on the site is private.

A. Dulgarian: The only thing I have briefly is I love the idea of the sidewalk down the length

of Schutt Road and I like the sidewalks out in front of all the properties but they don't connect.

R. Smith: There is nothing to connect them to so hopefully somebody else will bring . . .

A. Dulgarian: No. I'm saying from the building to get the sidewalk out by the road. What are they going to do, walk down the entrance drive?

G. Lake: I see what you are saying. Can you look at that? I think he's right.

P. Owen: I have nothing.

R. Carr: Nothing now.

G. Luenzmann: Just to say that I like this project. We've seen this before and they did come back with some plans that seem to elevate the elegance of the place.

G. Monaco: I like the design but I would like to see a little bit more diversified landscaping.

G. Lake: I know what you're saying and we have been asking for that.

2. CHRISTIAN FAITH FELLOWSHIP CHURCH - SITE PLAN/SPECIAL USE PERMIT - M & M Road (14-1-29.1) #056-002

T. DePuy: The Christian Faith Fellowship Church is proposing an office/sanctuary and fellowship hall on M & M Road. It is about five to six hundred feet down from the intersection of old Route 17. Basically all the wetlands were delineated on the project. There was some areas where we had to re-work the entranceway and parking lot areas on the project. The overall project will be serviced by on-site two stage scenic filter which will discharge down to the small stream located on the westerly side of the property. The project itself, I think we have an elevation here if you want to go over it.

P. Cirrone: This is our conceptual rendering of the project. It is approximately forty four to forty five thousand square feet total. There are three components of the building, an office area, a sanctuary and a fellowship hall. We are looking at a pre-fab metal structure in order to get the spans required. The exterior materials we are looking at a stone veneer on the front of the building as a wainscot, a dry like finish on the front and the left and right sides which would face the road and on the back and remaining sides will remain metal. The roof will probably be asphalt and shingles. There are landscaped plans for your review. We haven't exceeded the maximum height of thirty five feet.

G. Lake: Any questions from the Board?

A. Dulgarian: I have no comments.

P. Owen: I have no comments.

R. Carr: I have on comments.

G. Luenzmann: No. Let's go to Dick's comments.

G. Monaco: No.

D. McGoey: I have a couple of issues. Do you feel that you're going to have any problems with the SPEEDS Permit for sewage disposal? Have you talked to the Department of Environmental Conservation?

T. DePuy: I had some additional discussions with them and we are working this out with them.

G. Lake: Anything else, Dick?

D. McGoey: The landscaping around the detention basin, do you have any problems doing that? We've been trying to conceal the detention basins as much as possible to make them look attractive.

P. Cirrone: We have no problem.

D. McGoey: The other issues unless you have problems with . . .

T. DePuy: No. I think we had submitted the stuff. This is in an Agricultural District so we had submitted the information because there were two operating farms within five hundred feet.

D. McGoey: There is?
T. DePuy: Yes.

G. Lake: Do we have to have a separate Public Hearing for that, then?

G. Barone: No.

G. Lake: Can we do it all at one time?

G. Barone: It can be done all at one time.

T. DePuy: Actually I think we had three listed in the information.

D. McGoey: We will need appropriate notes on the Site Plan about the Agricultural District.

T. DePuy: Okay, about the operation of farms. Does the Town have a standard for that?

G. Barone: I can fax you something.

T. DePuy: Okay.

G. Lake: Basically we have to schedule a Public Hearing.

3. SEEKAMP/PERTH - LOT LINE CHANGE - 302/Route 17 (24-1-48, 47.1) #044-002

K. Preston: This is the SEEKAMP Lumber property on Route 302. It's an application for a lot line change to basically transfer approximately .7 acres from the parcel adjoining to the southwest on to the Seekamp Lumber property. This is a joint application by both land owners.

G. Lake: Do you have Dick's comments?

K. Preston: No I don't.
