The Town Board of the Town of Wallkill held a regular meeting
on February 26, 2004 at 7:30 PM at the Town Hall, 600 Route
211 East, Middletown, NY. Present were Supervisor Ward, Councilman
King, Councilman Valentin and Councilman Depew. Councilman
Mulqueen was absent. Also present were Ed Smith, Superintendent
of Water and Sewer, Robert Hertman, Chief of Police, S. McLaughlin,
Attorney for the Town and Louisa Ingrassia, Town Clerk.
Pledge of Allegiance led by Councilman Depew and Boy Scout
Troop 273.
COUNCILMAN DEPEW introduced each of the Boy Scouts and thanked
them for attending.

Way this week. They want to recognize the efforts
of the Town increasing our contributions.

the entrance of the Middletown Motel. The required sign permit
paperwork will be submitted to Cathy in the building department
within the next week.

The current contract expires on April 5th, 2004.

I am requesting authorization to solicit bids for a replacement
for the Crotty Road culvert. The old concrete and stone culvert
is cracked and the headwall on one side is separating.
Funds are available in this years budget, the total purchase
price of the culvert is estimated at $50,000.00. This replacement
should be undertaken as soon as possible to minimize any safety
hazards.

WHEREAS, petition has been made to the Town of Wallkill for
the establishment of a lighting district in the proposed
subdivision known as High Barney Woods Subdivision in
the Town of Wallkill, and
WHEREAS, said petition has been deemed sufficient by this
Board; and
WHEREAS, the Town Board of Wallkill is empowered by the State
under NYS Town Law 194 to establish special lighting districts
in the Town that it determines to be in the best interests
of the public welfare of its citizens; and
WHEREAS, this board has determined that all property and property
owners within the proposed district will be benefitted thereby;
and
WHEREAS, this board did hold a public hearing regarding the
establishment of a lighting district within High Barney Woods
Subdivision on February 12, 2004, at 7:25 PM at the Town Hall,
600 Route 211 East, Middletown, NY 10940; and
WHEREAS,
said establishment of lighting districts has been determined
to be a Type II action under the State Environmental Quality
Review Act (SEQRA) criteria;
NOW, THEREFORE, it is hereby
RESOLVED, as follows:
1.
That the Wallkill Town Board hereby declares the establishment
of lighting district in the proposed subdivision known as
High Barney Woods Subdivision as a Type II action under
the State Environmental
Quality Review Act (SEQRA) criteria; and
2.
That the Wallkill Town Board hereby establishes a lighting
district in the proposed subdivision known as High Barney
Woods Subdivision; and
3.
That the Town Clerk be directed to file a certified copy
of this resolution with the office of the state department
of audit and control at Albany, NY, together with all appropriate
papers with appropriate
signatures where needed; and
4.
All boards, agencies, departments, and contracted professionals
of the Town of Wallkill are hereby authorized and directed
to effect or otherwise facilitate the implementation of
said District.

Road - five lots. Years past there was a municipal light
there which created
a hang-out situation. Residents do not want us to approve
this lighting district.

KING: Residents did show up here at the last meeting to
discuss their concerns.
COUNCILMAN VALENTIN: Historically, lights have been used to
prevent hand-outs.
COUNCILMAN KING: This is a country setting. I don't see a
need for a lighting district.
