Re: Resignation of Member of the Police Department

1. Effective 0001 hours on February 28, 2003 PO Tracy Green has resigned from the Town of Wallkill police Department. In light of the fact that there are no current investigations or disciplinary action against PO Green it is recommended that her resignation be accepted.

I just wanted to say what a wonderful job the town did regarding the cleanup after the last snowstorm. As you know I live on a side street by the Road Department kept coming. If you needed to get out or an emergency vehicle had to come there wasn’t any problem getting out.

I just wanted to say thank you for a good job.

RESOLUTIONS:

BE IT HEREBY RESOLVED, by the Town Board of the Town of Wallkill, that said Town Board hereby authorizes the Town Supervisor to enter into a contract with McGoey, Hauser & Edsall, PC for engineering services in the extension of water and sewer service to commence upon the sale of the property for the Wal-Mart Distribution Center Project, as per the Project Agreement and as being in the best interests of the town and its residents.

WHEREAS, New York State Town Law provides the Town Board with the authority to set the compensation of Town elected officials pursuant to Paragraph 1 of Section 27 of the Town Law of the State of New York regarding compensation of town Officers and employees, now

THEREFORE BE IT RESOLVED by the Town Board of the Town of Wallkill that compensation for all elected officials of the Town of Wallkill shall be determined and established by the Town Board each Town election year by local law effective on a date prior to the notice of hearing on the preliminary budget for the succeeding year published pursuant to Section 108 of the Town Law of the State of New York; and

FURTHER RESOLVED by the Town Board of the Town of Wallkill that said compensation shall commence on January 1 of the succeeding year following said Town election.

WHEREAS, following due notice the Town Board held a public hearing on the proposed local law, now

THEREFORE, BE IT RESOLVED as follows:

That the Town Board does hereby adopt Local Law No. 1 of the Year 2003 entitled A Local Law Amending Section 194-17 of the Code of the Town of Wallkill at which said local law shall be effective upon filing in the office of the Secretary of State in Albany.

WHEREAS, the Town Board of Wallkill is empowered by the State to adopt such local law pursuant to Municipal Home Rule and Section 305 of the Agriculture and Markets law of the State of New York;

WHEREAS, Town Board wishes to set a time and place for a public hearing for said proposed local law so that the public may be heard; now

THEREFORE, it is hereby RESOLVED, that a public hearing be held by the Town Board with respect to the adoption of the aforesaid Local Law at 7:20 PM on March 13, 2003, at Wallkill Town Hall, 600 Route 211 East, Middletown, New York; and it is

FURTHER RESOLVED that the Town Clerk is hereby authorized and directed to cause public notice of said public hearing to be given as provided by law.

COUNCILMAN KING: Discussed Wal-Mart resolution with his concerns about the money spent

COUNCILMAN VALENTIN: wishes Tracy Green all the best

COUNCILMAN McLEAN: Emergency management meeting tomorrow to discuss grants, traffic control and evacuation loop. Drill to be held at Galleria in June or July; have plans from all school districts.

COUNCILMAN DEPEW: Concert to be held on May 24, 2003 from 6-8 PM, Pine Bush Community Band at Washington Heights Park; discussed project in City of Middletown on High Barney Road- 328 units, plans to attend meeting next Tuesday.

SUPERVISOR COMMENTS

SUPERVISOR WARD: Government is on a reduced threat level; discussed snow removal and what to do if mailboxes are knocked down because of snow- Town will NOT replace mailbox. Will only replace if its knocked down by a plow. Asked residents to remove vehicles from streets in order to make clearing streets easier. Discussed resolutions sent by Association of Towns to state. Discussed fire on Bloomingburg Road; proposal faxed concerning bridge or tunnel between Orange Plaza and Galleria.

CHIEF HERTMAN: will start program regarding speeding, running red lights, etc.

MR. SMITH: no comments

MR. LIPPERT: thanked Town Board for accepting bids; this is part of equipment replacement program with surplus equipment to be sold at public bid after new equipment arrives.


PUBLIC PARTICIPATION

Lori Helbeck; discussed appointment of Mr. Green to committee to find new police station/ town hall; appointments need to be made for the good of the Town.

K. Mulqueen; appointments to town hall committee okay with him; discussed the engineering contract; salaries and AG district

N. Guenste; discussed vandalism at well site; Senior Way

SUPERVISOR WARD: Senior Way housing is private and can only suggest improvements.

Bonnie Kraham; discussed Wal-Mart- feels it does not fit purpose of Empire Zone- would rather see the money go to the City of Middletown.

SUPERVISOR WARD: Wal-Mart will help the taxpayers of the Town of Wallkill

Neil Hermann; discussed fire in Fair Oaks- area covered by Bloomingburg Fire District and James Clark Drive
