The Town Board of the Town of Wallkill held a public hearing at the Town Hall, 600 Route 211 East at 7:15 PM on Thursday, March 13, 2003. Board members present were Supervisor Ward, Councilman King, Councilman Valentin, Councilman McLean and Councilman Depew. Also present were Gary Greenwald, Attorney for the Town and Louisa Ingrassia, Deputy Town Clerk.

Ms. Ingrassia, Deputy Town Clerk: PLEASE TAKE NOTICE that a public hearing will be held by the Town Board of the Town of Wallkill on March 13, 2003, at 7:15 PM at Wallkill Town Hall regarding the adoption of a Local Law of the Town of Wallkill for the year 2003, which would extend the application of he agricultural value assessment to tax levies on behalf of library districts within the Town of Wallkill.

Any resident of the Town of Wallkill is entitled to be heard upon said proposed Local Law at such public hearing. Copies of said proposed Local Law are available for review at Wallkill Town Hall, 600 Route 211 East, Middletown, NY 10940.

Also present were Gary Greenwald, Attorney for the Town and Louisa Ingrassia, Deputy Town Clerk.

Ms. Ingrassia, Deputy Town Clerk: PLEASE TAKE NOTICE that a public hearing will be held by the Town Board of the Town of Wallkill on March 13, 2003, at 7:20 PM at Wallkill Town Hall regarding the adoption of a Local Law for the year 2003, which would extend the application of the agricultural value assessment to tax levies on behalf of fire districts within the Town of Wallkill.

COUNCILMAN KING: gave background information of Ag District Law; 2.5 million has been collected on behalf of fire districts. Gives a list of all towns that already have this exemption.

SUPERVISOR WARD: Would like to modify resolution, not Local Law No. 8, should be Local Law No. 9; gives figures from orange County Real Property; gives tax rate increases.

COUNCILMAN VALENTIN: only affects land and not buildings; buildings are full value.

SUPERVISOR WARD: gives figures regarding the Mechanicstown Firehouse

COUNCILMAN KING: states that only 119 parcels would be affected.

PUBLIC:

C. Elmes; shocked at Library Tax; presently on master Plan review; keep open space

R. Smiley; in favor of law; keep open space. Open space will reduce school tax.

N. Guenste; moved up here to enjoy open space

L. Ingrassia, Jr.; As part of the Howells Fire District proper notification was not given. J. Ward’s numbers do not agree with figures from Molly Wanat (Town Assessor). Howells has no commercial rateables; Mr. King’s comments are unfair to districts, benefits the prospector.

SUPERVISOR WARD: letters did go out late and will keep the public hearing open.

COUNCILMAN VALENTIN: concerned also with large property owners; active farms.

COUNCILMAN DEPEW: agrees letters did not go out on time; urges Commissioners to give input.

COUNCILMAN KING: Fire departments will not lose any money. They will not vote tonight.

J. Moore; 50 acre homeowner, transfer burden from farmers to average homeowner.

K. Sumner; 25 acre homeowner has Ag exemption, in favor of law

J. McCarey; gave Ag exempt presentation

Ray Depew; does the Town have control?

Board members present were Supervisor Ward, Councilman King, Councilman Valentin, Councilman McLean and Councilman Depew. Also present were Gary Greenwald, Attorney for the Town and Louisa Ingrassia, Deputy Town Clerk.

The Pledge of Allegiance was led by Mr. Valentin.

On Thursday, march 20, 2003 at 10:00 AM to 11:00 AM the clubs of the Criminal Justice Program, the Student Senate and others will be presenting a Flag Ceremony for a Salute to the Nation. This program will initially take place on the front steps, flag pole area of the Commons Building on South Street. After the ceremony at which the Mayor and other persons have been asked to address the crowd, we will then go the Orange Hall Theater on the Campus for a musical presentation by the Voice of America, James Cava a retired Marine Medic and a Patriotic program. Following we will serve a lunch, coffee, cakes in the Gallery of the Orange Hall. A flyer is enclosed for your review.

We are therefore requesting that South Street, between Conkling Avenue and Bennett Streets be closed to traffic during this time period. This would provide a measure of safety for persons walking or standing in the area of the Street in front of the Commons Building during this period. Many organizations have been invited to this Flag Ceremony including Police and Fire Departments from the area. The number of persons who will attend is not known but we hope for a large gathering of people from the area to show support for the fallen citizens of 9-11, our Police, Fire, EMT and former current military people.

We hope this meets with favorable results from the Council and the Safety Committee and that all of you will attend this function to show your support.

I am the manager of the JC Penney store in the Galleria at Crystal Run Mall. I am writing for your consideration in my request in promoting two important comparative sales events.
On April 4th, 5th and 6th we are promoting our Anniversary Sale and in early November, our Biggest Sale of the All, another weekend event. In previous years I have always displayed merchandise on tables in the first floor Mall Common Area outside the entrance to the store. Recently, I was informed by Mall Management that I can no longer promote outside my doors due to building code.
Please consider my request to promote these events this year. There is ample room to set up and still permit adequate traffic flow. Both weekend events will be fully staffed to ensure code compliance. Without the additional space, I will not be able to make our sales plan for these events, which I cannot afford to lose.
Please call with any concerns, these “BIG” events keep our customer’s spending dollars in our town. Any help in this matter is greatly appreciated!

Time Warner Cable has had a long-standing commitment to support educational excellence. As a founding member of Cable in the Classroom, a nationwide effort to bring commercial free educational programming to educators, we began over 12 years ago by providing cable connections and basic cable service to schools, delivering more than 525 hours each month of high quality educational programming. Service and cable connections are made possible at no charge to schools. Our company currently provides this Cable in the Classroom service to about 220 schools in 6 counties.

Giving further expression to our commitment, I am enclosing two examples of our educational efforts that we are very proud of: The Time Warner Cable Scholarship Program Application and this year’s National Teacher Award competition.

The Scholarship program is new to this region and we are very excited about it. It will enable seven eligible seniors throughout local public high schools to receive $2,000 toward college costs. The eligibility criteria is outlined in the enclosed application, and is open exclusively to our customers.

The National Teacher Awards are in its 14th year and 20 teacher or teacher teams will be chosen from areas served by Time Warner Cable divisions around the country. Winners will receive $1,000 cash as well as a trip to Washington DC for a gala awards celebration.

Please take a moment to look through each of these. They are two examples of Time Warner Cable’s educational initiatives. Of course, your comments are welcome.

It is currently zoned MI and would like to change to RA. The current MI zoning is very restrictive and will be mostly surrounded by RA zoning further restricting its use.
You currently have a parcel of land on Stony Ford Rd. that is before you for a change of zoning from MI to RA. I understand that it will be coming up for a public hearing soon, and I would like to request the same for my property. My property abuts said property on the eastern side and is divided by the two zones (MI & RA). My request is to change it to all RA and include it in the public hearing at this time.
