attend the 2004 Highway School in Ithaca from June 6th through
June 9th of this year. Highway School is the annual training
program for New York State Highway Superintendents developed
by the Cornell Local Roads Program in cooperation with the
New York State Association of Towns and Department of Transportation.
The cost of our attendance at the Highway School has been
included in the 2004 Highway Department budget.

working with Mr. Loeb in an attempt to pass this expense onto
the industrial dischargers.
I recommend that the Board accept the Malcolm Pirnie contract
at this time. If you have any further questions, please contact

Again this year, we would like to make a request for the use
of the Wallkill Golf Course for our Middletown High School
Golf Team. We will have approximately nine matches starting
in early April and ending in late May that consist of nine
holes played by a total of eight to ten participants.
Many of our athletes live in the Town of Wallkill and already
play the Wallkill course. This activity would give us a home
field advantage. We would also like to be able to practice
with a nine hole round starting at 2:45 PM and would conclude
at approximately 4:30 PM. As the practices and matches are
only nine holes, they move very quickly.
If these arrangements meet with your approval, please call
or write me to confirm. Thank you for your assistance.

RESOLUTIONS
WHEREAS, heretofore the Town Board determined to improve the
reliability of the Wallkill Water District by developing three
new wells known as the Rykowski wells, and
WHEREAS, the Town Board is now prepared to proceed pursuant
to Section 202-b of the Town Law entitled Increase or Improvement
of Facilities, and
WHEREAS, the initial step in a 202-b proceeding is to designate
an engineer to prepare a map and plan of the proposed improvements
together with an estimate of the cost,
NOW, THEREFORE, BE IT RESOLVED as follows:
That
the Town does hereby retain the engineering firm of Eustance & Horowitz,
P.C., competent engineers, duly licensed by the State of New
York to prepare a map and plan of the proposed improvements
to the Town water system as well as an estimate of the cost,
all in connection with the Rykowski wells project, and to submit
the same to the Town as soon as possible.

WHEREAS, on April 28, 2003, Pursuant to consultation with Mr. Charles Brodie,
Aerodrome Development Corporation, a "Construct Itinerant Apron (Approx.
460LF x 125LF), Taxiway " F" (795LF x 25 Ft), Taxilanes "F1" and "F2" (Approx.
210LF x 25 Ft each) including Marking and Drainage; Earthwork for Site Development
(Approx. 65,000CY); Construct Gravel Access Road (Approx. 1,960LF x 20Ft);
Storm Drainage System consisting of 3,700LF of pipe and 2,150LF of underdrains;
Enlarging the existing drainage basin; Chain Link Fence (4Ft x 350LF) with
a swing gate; Construct a Perimeter Road along the southeast portion of the
property (3,100LF x 10Ft) and Land Donation Credit of 1.07 Ac. Out of a total
of 61.75 Ac. - Phase III." Has been undertaken by Randall Airport, Town
of Wallkill, County of Orange, State of New York by TriState Planning and
Engineering, P.C. Consulting Engineers (TSPE), and submitted to the Federal
Aviation Administration, who have issued a Federal Grant in the amount of
$150,000.00 (Federal Share) for the Project, Airport Improvement Program
(AIP) Project No. 3-36-0224-18-03.
WHEREAS, such project and the improvements are necessary for
the operational safety of and efficiency at the Airport and
does not obligate the Town in any manner; and
WHEREAS, the improvements proposed under this Grant will not
affect the size and type of aircraft using the airport.
NOW THEREFORE, BE IT RESOLVED, by the Town of Wallkill, County
of Orange, State of New York, as follows:
1. The Town recommends New York State Department of Transportation
funding assistance be granted in the amount of $8,334.00 (maximum
State Share - Payable - $9,583.00); State Contract: K550718/PIN
8909.17; to match appropriately the Federal Grant for the Project.
2. The Town of Wallkill shall send a certified copy of the
resolution to each of the following:
a. The Proprietor of Randall Airport
b. Tristate Planning
and Engineering
c. NYSDOT Aviation Services Bureau

WHEREAS, wind-generated electricity has minimal impact on the environment;
and
WHEREAS,
the Town Board of the Town of Wallkill desires to support
wind-generated electricity
delivered to the electric
grid control region of the New York Independent System Operator
(the "NYSIO Grid"), as in the best long-term interest
and environmental health of the residents of the Town of Wallkill;
and
WHEREAS, the Town of Wallkill facilities are located within
the electric grid control region of the NYSIO Grid; and
WHEREAS, the Town's electricity provider under agreement with
Community Energy, Inc. markets wind-generation production certificates
for electricity delivered to the NYSIO Grid;
NOW, THEREFORE, BE IT HEREBY RESOLVED, by the Town Board of
the Town of Wallkill,
THAT said Town Board hereby authorizes the Town Supervisor
to enter into a Purchase Agree- ment with Community Energy,
Inc. For the purchase of up to 50% of the Town of Wallkill
government's electricity needs at an additional annual utility
cost not to exceed $55,000, as per the attached proposed Purchase
Agreement.

COUNCILMAN MULQUEEN: Stated he is opposed to spending tax
dollars on wind energy and should be at the federal level.
He explained he is concerned about who the owners were and
about another program which is a combination of wind and hydro
power.
COUNCILMAN KING: Stated he is a major proponent of alternate
fuels and would like to expand on it at a work session.
COUNCILMAN VALENTIN: Suggested tabling the resolution for
further research.
