WHEREAS, there exists a vacancy in the Town of Wallkill for an Assistant Building Inspector; and

WHEREAS, Walter Barrett fulfills the required knowledge, skill, and experience for the Assistant Building Inspector position, and has been certified in all necessary areas; and

WHEREAS, it is the opinion of the Town Board of the Town of Wallkill that Walter Barrett is qualified to fill said position;

NOW, THEREFORE, BE IT RESOLVED, that the Town Board of the Town of Wallkill hereby appoints Walter Barrett to the position of Assistant Building Inspector, to serve in said capacity at the Town of Wallkill Building Department, said appointment to be effective March 29, 1004.

Thank you for taking the time to review this letter. The purpose of this letter is two-fold: First to invite you to Gander Mountain's Grand Opening celebration April 16th - 18th, 2004. Secondly, to initiate the application process for applicable permits we may require for the Grand Opening event.

During the aforementioned dates, we will host a number of activities and events: Several in-store giveaways and seminars. Two or three semi-trucks parked on a short-term basis, which will house simulators. Local Dodge Truck dealership display (3-4 2004 Dodge Pick-up Trucks). Retriever Dog training demonstration. Animal Rescue Exhibition. Several tables in front of the store for exhibitors such as wildlife artists and carvers set up on tables off of the parking lot adjacent to the store entrance

We have attached a list of some of the events that have been booked through our corporate office as well. Please contact us and communicate the application process, as well as which specific permits we will require for Gander Mountain's Grand Opening event.

If there is any way I can be of assistance, or if there are any questions, please do not hesitate to call.

COMMITTEE REPORTS

COUNCILMAN KING: Set Finance Committee meeting next Thursday at 8:30 AM.

COUNCILMAN VALENTIN: Parks & Recreation - Reported electrical upgrade at Little League Park is complete. Invited residents to Little League Parade April 17th, 9:30 AM at Stephens Avenue Park. Cleanup by Route 17 below Orange Plaza will be first thing on DOT list. Police - Increased patrols at Galleria.

COUNCILMAN MULQUEEN: Human Rights Commission will meet March 29th.

COUNCILMAN DEPEW: Set meeting on Farmer's Market next Thursday 6:00. Thanked John Lippert on the completion of the upgrade to the concession stand. Thanked Highway Dept. for work done in Prosperous Valley area. Discussed increase notification for variances.

COUNCILMAN COMMENTS

COUNCILMAN KING: Read a Resolution setting time and place for a public hearing to impose a six-month moratorium.

SUPERVISOR WARD: Asked that the resolution be tabled.

COUNCILMAN VALENTIN: Stated the resolution is designed to help the Town with growth.

COUNCILMAN MULQUEEN: Explained they need to set limits on the number of building permits to limit growth.

SUPERVISOR WARD: Explained his visit to the Town of Clarence and their plan for long term control of growth which would benefit the Town better than moratorium.

COUNCILMAN DEPEW: Expressed concerns about moratorium - Would like to get public input and set up a phase program. Suggested discussing in work session.

COUNCILMAN KING: Explained purpose of moratorium. Discussed stress on school district and infrastructure and asked that they look at where they are for residents now and in the future.

COUNCILMAN VALENTIN: Recommended they attend school board meetings. Also do something such as a limitation on building permits.

COUNCILMAN DEPEW: Explained for a six-month moratorium to work they have to have planning before they do it..

COUNCILMAN KING: Stated in order for it to work, they are going to have to work.

COUNCILMAN MULQUEEN: Thanked Stephanie, Spencer, Mr. Lippert & Mr. Smith for their help..

COUNCILMAN DEPEW: Expressed condolences to his family. His great uncle, Sam McClure passed away. Discussed lack of bussing at Townley Hall.

COUNCILMAN VALENTIN: Recognized students in audience from Pine Bush Government class.

SUPERVISOR COMMENTS

SUPERVISOR WARD: Announced Orange Classic will be held in the Town of Wallkill on June 13th. Discussed bridge between Orange Plaza and Galleria. Reported on meeting with DOT on Rt. 17 conversion to I-86 - No exits will be closed. Presentation will be held at April 22nd Town Board meeting. April 8th will be a short meeting due to the religious holidays.

CHIEF HERTMAN: Explained about Police patrols for Galleria Friday and Saturday evenings and National Night Out Against Crime will be August 3rd. Explained about forming a Community Council.

MR. SMITH: April 12th - April 25th they will be flushing hydrants. Explained about inflow and infiltration. Thanked Sgt. Walsh and Police Dispatchers for their help. Also explained smoke testing - there will be postings and mailings.

MR. LIPPERT: Highway Department will be open April 17th for yard waste 8 AM to noon. Hazardous Waste Cleanup May 11th, Bulk Pickup end of April beginning of May. Reported on Rt. 17 litter cleanup. Announced Saturday the golf course will open.

MR. SMITH: Extended condolences to Bishop family.

PUBLIC PARTICIPATION

B. Morgan, Attorney for Regency, asked that the Board reconsider their decision.

M. Cody announced Easter Egg Hunt and Memorial Day Services. Asked residents to bring pictures.

Supervisor Ward thanked all who helped at the St. Patrick's Day Lunch.

N. Guenste asked why Mayer Drive and Evans Court were never dedicated. Discussed issues with moratorium.

V. Ferri read and handed out complaint about a Zoning Board decision. Discussed Galleria shooting incident. Applauded Chief for extra patrols. Stated there should be better security at Galleria and IDA should be accountable to residents.

G. Green discussed police protection at Galleria and congratulated Councilman King for moratorium.

D. Reid asked about light on Ontario Avenue. Discussed developers getting things done as opposed to residents. She feels it is unfair. Asked about letter sent to Councilman Mulqueen about Human Rights Commission. Asked about extending variances and new resident package. She is looking forward to working with new Assistant Building Inspector.

Councilman Depew announced rabies clinic March 27th at Humane Society in Middletown 1:00 - 2:30 - $5.00 per pet.

Project Manager for Regency explained status of building plans.

Ridge Road resident complained about trailer on the road and asked what the Town can do.

J. Schechter discussed article in Times Herald Record about moratorium. Congratulated Councilman King on resolution which she feels is reasonable. Asked that the Board listen to the people.

S. Najac thanked Supervisor Ward and Councilman Mulqueen for information on alternative energy. Thanked Councilman King for suggesting moratorium. Asked that resolution be voted on.

R. Sullivan thanked Councilman King for bringing resolution and stated it is time for a moratorium which will stop growth. She stated they need to look at the short term plan and work together. She asked about a curfew at the Galleria and a teen center.

C. Najac stated a youth center is needed in the Town of Wallkill. Thanked Councilman King and Supervisor Ward for help with oil spill near his house. Suggested creating a contractor-developer registry. Discussed Master Plan and Moratorium.

Supervisor Ward read some issues to be taken into consideration before a moratorium goes into effect.

N. Hermann asked that the Board look at resources. Suggested putting solar panels on Town property. Asked how many developers owe the Town money.

M. Labagh expressed concern with moratorium as a builder in the Town of Wallkill, he would be out of work. Stated it should be presented in a timely manner.

S. Blanchfield expressed concern about a moratorium. He is an electrical inspector in the Town of Wallkill.

V. Ferri discussed new Tetz site, tunnel/bridge plan, Veteran's Memorial and death benefits cut and the price of gas.

Supervisor Ward asked that Mr. Ferri stick to Town business.
