MOTION CARRIED.

PLEASE TAKE NOTICE that a public hearing will be held by the Town Board of the Town of Wallkill on April 24, 2003, at 7:15 PM at the Wallkill Town Hall regarding the adoption of a Local Law of the Town of Wallkill for the year 2003, which would amend the Town Code of the Town of Wallkill to revise the Town’s Exemption for Capital Improvements to Residential Buildings.

Any resident of the Town of Wallkill is entitled to be heard upon said proposed Local Law at such public hearing. Copies of the proposed Local Law will be available for review at:

Wallkill Town Hall, 600 Route 211 East, Middletown, NY 10940

PLEASE TAKE FURTHER NOTICE that the environmental significance of the proposed Local Law, if any, will be reviewed at said public hearing.

WHEREAS, the Town Board of the Town of Wallkill recognizes that – for all practical purposes – the drought, which had existed in the Town since 1998, has ended; and

WHEREAS, the Town Board established by resolution certain restrictions on the use of the municipal water supply in the Town of Wallkill in order to protect said water supply from diminution; and

WHEREAS, the Town Board of the Town of Wallkill has determined that there is no longer presently a need for the aforementioned restrictions on use of said water supply; now

THEREFORE, BE IT HEREBY RESOLVED that the Town Board of the Town of Wallkill removes all restrictions imposed on the use of the Town of Wallkill municipal water supply due to drought conditions that had existed in the Town, leaving in place only those parameters for use as are imposed by the Town under normal conditions.

At the February 5, 2003 meeting of the Planning Board, an Informational Public Hearing was held on the above referenced zone change request. This hearing was closed and the Planning Board would like to recommend that the zone change request be approved. Thank you for your cooperation in this matter.

COMMITTEE REPORTS

COUNCILMAN KING: meeting with Fire Companies concerning exemptions, April 2, 2003. Highway Department meeting 8:45 AM to discuss projects for 2003. Talked to Dan Hart concerning civil service every second Tuesday of the month a seminar is held- will attend the next meeting. The meeting of the site committee has been cancelled- will let people know when next meeting will be held. Meeting with Cornell Co-op Extension is April 5, 2003 at 9:45 AM regarding community garden at Dundee Circle

COUNCILMAN VALENTIN: parks meeting to discuss Little League fields to be ready for opening day- April 12, 2003. Soccer opening day is March 30, 2003. Next police meeting will be Tuesday, April 1, 2003 at 6 PM

COUNCILMAN McLEAN: Human Rights Commission met last Monday; had a speaker from Goshen

COUNCILMAN DEPEW: discussed the Townley Hall purchase informational meeting; recreation purposes. Frank Wall is home and doing well. Talked to Chief Hertman about speeding in Town; Pocatello Road, Mt. Hope Road, Rt. 17M. There was a parks and rec. meeting at Hollow Belly Café in Circleville with him and a memo was sent to J. Lippert. Mr. Depew is on that committee and he was not notified of the meeting. Hopes this will not happen again.


COUNCILMAN COMMENTS

COUNCILMAN KING: remember residents with family serving in the military.

COUNCILMAN VALENTIN: attended Brian Lee Eagle Scout Award Ceremony, March 15, 2003

COUNCILMAN McLEAN: no comments

COUNCILMAN DEPEW: golf course will open this weekend; thanks the servicemen and women.

SUPERVISOR WARD: families can post names of men and women in the service on Town web site. Blood drive tomorrow at Bloomingburg FireHouse; sent letter of support concerning bill to give tax break; discussed wells at McKee site; read letter regarding soil and groundwater; town still planning on doing bulk pick-up this year; hopes to have answers by next meeting.

CHIEF HERTMAN: discussed civilian complaints and how they are made; hotline 692-7859; must respond within three days; speeding enforcement will begin this weekend.

ED. SMITH: April 21 to May 4th- hydrant flushing will be done; also be doing water samples- sixty (60) samples needed. Water sites will have increased security which includes lighting.

J. LIPPERT: yard waste may be brought to public works from 7AM to 3:30 PM Monday to Friday.


PUBLIC PARTICIPATION

M. Cody; Easter egg hunt April 19, 10AM Circleville Park. Thanked the Board for the road closing permit; refreshments will be served after the ceremony at Washington Heights Firehouse.

N. Guenste; discussed refrigerator in community center; why was public hearings cancelled; sign on side of Supervisors new car; McKee property- wells and new gate.

E. Smith; explained that with vandalism at property Town needed to protect their wells and well drilling was being done as well as testing so covers were unlocked- its very important to increase security.

M. Walker; tax relief for combat vets

M. Paduch; town needs to submit application for park and rec. grants

J. Dickson; employee’s have been without a contract for one and one-half years.
