The
Town Board of the Town of Wallkill held a public hearing
at the Town Hall, 600 Route 211 East, Middletown, NY at
7:20 PM. Board members present were Supervisor Ward, Councilman
King, Councilman
Valentin, Councilman Mulqueen and Councilman Depew.
SUPERVISOR
WARD: Would the Town Clerk please read the notice for our
public hearing tonight.
TOWN
CLERK, LOUISA INGRASSIA: WHEREAS, Town Board of Wallkill
wishes to adopt a local law to amend Chapter 233, Article
II of the Town Code of the Town of Wallkill in order to designate
a 3-way stop intersection at Bellvernon Avenue and Avenue
C in the Town of Wallkill; and
WHEREAS,
the Town Board of Wallkill is empowered by the State to adopt
such local law pursuant to Municipal Home Rule Law; and
WHEREAS,
said code amendments are listed as Type I Actions under 617.5
of the State Environmental Quality Review Act (SEQRA); and
WHEREAS,
in compliance with SEQRA, the Wallkill Town Board wishes
to assume leadagency status and set a time and place for
a public hearing for said proposed local law, so that the
public may be heard;
NOW,
THEREFORE, it is hereby
RESOLVED,
that a public hearing be held by the Town Board with respect
to the adoption of the aforesaid Local Law at 7:20 PM on
April 8, 2004, at Wallkill Town Hall, 600 Route 211East,
Middletown, New York; and it is further
RESOLVED,
that the Town Clerk is hereby authorized and directed to
cause public notice of said hearing to be given as provided
by law.

WARD: This is a change in the Local Law to add a stop sign
on Bellvernon Avenue both ways at Avenue C. Any comments
from the Town Board?

MULQUEEN: We did receive a petition from 37 residents of
the area. This is a step in the right direction.

DEPEW: I went out there and there is talk about doing a one-way
there, which we will take into consideration after we give
the stop sign a chance. I would ask that we vote on this
this evening.

bids for pavilions for the Belmont Avenue Park and the Howard
Drive Little League Complex. The pavilion for the Belmont
Avenue Park will be 16' x 28', and the pavilion for the Howard
Drive Park will be 20' x 40'. I believe the best product
and price will be obtained by bidding both pavilions together.

The
Raffaello Lodge #2661 of the Order Sons of Italy in America
is seeking permission from the Town of Wallkill to have an
Italian Fest, which we would like to have for May 13, 2004
and will run until May 16, 2004. We are planning to have
the fest at the Stop & Shop located on Route 211. The
hours of operation will be Thursday and Friday May 13 & 14
from 6 PM to 11 PM, Saturday May 15 from 12 noon to 11 PM
and Sunday May 16 from 12 noon to 8 PM.
The
Raffaello Lodge has already received permission from Stop & Shop
to hold the Fest in the Southeast area of their parking lot
where it would not interfere with business or traffic.
Shamrock
Shows, which the Raffaello Lodge is using, will supply a
Certificate of Liability Insurance naming Stop & Shop
and the Town of Wallkill additionally insured.
We
are planning to have 8-10 rides and 3-5 vendors within the
40,000 square feet that Stop & Shop has given permission
to use. The vendors and the rides have been cleared by the
Board of Health and all permits required by the State of
New York, if the Town of Wallkill requires any further permits
please inform us and we will be happy to comply.
Security
will be done Shamrock Shows own security and the Raffaello
Lodge will be responsible for keeping the area clean of garbage
and debris during the event.

the effluent end of the oxidation basins at the Wastewater
Treatment Plant there is a splitter that distributes the
flow to the secondary clarifiers. Presently, the slide gates
in the splitter box are inoperable. The estimated cost to
replace the gates is $50,000.00.
I

the gates at 2 PM on May 11, 2004. Money for this project
was reserved in the 2004 budget in account SS8130.200.

The
mailing only reached registered voters and a large amount
of the mailers were returned undeliverable to the Town Clerk’s
Office.

advise if you want us to do this again. We will be utilizing
the Times Herald Record, Wallkill Valley Times and the Town’s
website. The bulk pickup has been scheduled for 4 weeks in
May. Thank you.

RESOLUTIONS
WHEREAS,
wind-generated electricity has minimal impact on the environment;
and
WHEREAS,
the Town Board of the Town of Wallkill desires to support
wind-generated electricity delivered to the electric grid
control region of the New York Independent System Operator
(the “NYSIO Grid”), as in the best long-term
interest and environmental health of the residents of the
Town of Wallkill; and
WHEREAS,
the Town of Wallkill facilities are located within the electric
grid control region of the NYSIO Grid; and
WHEREAS,
the Town’s electricity provider under agreement with
Community Energy, Inc. markets wind-generation production
certificates for electricity delivered to the NYSIO Grid;
NOW,
THEREFORE, BE IT HEREBY RESOLVED, by the Town Board of the
Town of Wallkill,
THAT
said Town Board hereby authorizes the Town Supervisor to
enter into a Purchase Agreement with Community Energy, Inc.
For the purchase of up to 50% of the Town of Wallkill government’s
electricity needs at an additional annual utility cost not
to exceed $55,000, as per the attached proposed Purchase
Agreement.
