MOTION CARRIED.

WHEREAS, petition has been made to the Town of Wallkill for the establishment of a drainage district in the proposed subdivision known as Oak Hill Manor in the Town of Wallkill, and

WHEREAS, said petition has been deemed sufficient by this Board; and

WHEREAS, the Town Board of the Town of Wallkill is empowered by the State under NYS Town Law §194 to establish special drainage districts in the Town that it determines to be in the best interests of the public welfare of its citizens; and

WHEREAS, this board has determined that all property and property owners within the proposed district will be benefited thereby; and

WHEREAS, this board did hold a public hearing regarding the establishment of a drainage district within Oak Hill Manor on July 25, 2002 at the Town Hall, 600 Route 211 East, Middletown, NY 10940; and

WHEREAS, said establishment of drainage districts has been determined to be a type II action under the State Environmental Quality Review Act (SEQRA) criteria as so determined by Town Board resolution dated September 26, 2002;

THEREFORE, BE IT RESOLVED, as follows:

1.      That the Wallkill Town Board hereby establishes a drainage district in the proposed subdivision known as Oak Hill Manor, and

2.      That the Town Clerk be directed to file a certified copy of this resolution with the office of the state department of audit and control at Albany, NY, together all appropriate papers with appropriate signatures where needed; and

3.      All boards, agencies, departments and contracted professionals of the Town of Wallkill are hereby authorized and directed to effect or otherwise facilitate the implementation of said district.

MOTION CARRIED.

WHEREAS, the Town Board of the Town of Wallkill desires to maintain the most efficient and accurate time-keeping of employee hours as in the best interests of both the employee and the Town; and

WHEREAS, current state-of-the-art time-keeping hardware, software, and services is far more efficient and accurate that the current time-keeping hardware and procedures maintained by the Town for its employees;

THEREFORE, BE IT RESOLVED by the Town Board of the Town of Wallkill, that said Town Board authorizes the Town Supervisor to negotiate and enter into contract with Automatic Data Processing, Inc. (ADP) to provide current state-of-the-art hardware, software, and services for time-keeping of town employee hours, as being in the best interests of the Town and its residents.

SUPERVISOR WARD: presentation to Officer Charles Bodensieck and Officer Robert Kammarada for bravery at Hudson United Bank during the recent hostage situation.

COUNCILMAN KING: still flushing hydrants in the Town; curb your dog signs at Poets Court.

COUNCILMAN VALENTIN: discussed Pyramid checks to the Town of Wallkill soccer and Little Leagues, congratulated Ron Fello as Employee of the Month

COUNCILMAN McLEAN: discussed improvement/ cleanup in Mechanicstown. HOA meeting at Canterbury Knolls, Oct. 21; opening on the Ethics Board

COUNCILMAN DEPEW: Human Rights has one vacancy; Officers for Human Rights are Joan Furlin, Chairwoman and Karen Kurchek, Vice Chair; no televised board meeting tonight.  The highway department is doing a great job.

COUNCILMAN COMMENTS:

COUNCILMAN KING: library district passed- 11% reduction on library tax to Town of Wallkill residents due to addition of this new district; concerned with farmers and large land owners.

Mr. MacLaughlin adds that there is a county farm advocate available.

COUNCILMAN VALENTIN: Congratulations to both Officers for their bravery. Happy Columbus Day.

COUNCILMAN McLEAN: Battalion #1, Pocatello – Oct. 28

COUNCILMAN DEPEW: Oct. 14 at 7:30 PM- meeting at Pocatello firehouse; happy Columbus Day; thanks to Joe and Wendy Mead re: dumping cleanup on Whipple Road.  Oct. 24 is pumpkin carving from 5:30 to 8:30 PM, Oct. 25 is Halloween Party.  Bill Fedun can no longer do party.

SUPERVISOR WARD: discussed bulletin board on website with 8 topics; Pyramid check; Goshen/ Middletown school PILOT money; congratulate George Miller to Assessment review; School Board Week; Veterans $5000 Grant.  Budget workshops- Oct. 16, 17, 23 and 30 to review budget.
