The Town Board of the Town of Wallkill held a special meeting
on October 30, 2003 at 7:45 PM at the Town Hall, 600 Route
211 East, Middletown, NY. Present were Supervisor Ward, Councilman
Valentin, Councilman King, Councilman McLean and Councilman
Depew. Also present were Ed. Smith, Superintendent of Water
and Sewer, George Tyndall, Deputy Chief of Police, John Lippert,
Superintendent of Public Works, S. McLaughlin, Attorney for
the Town and Louisa Ingrassia, Deputy Town Clerk.
MOTION BY: Mr. Ward to enter into an executive session to
discuss a legal matter at 7:46 PM

SUPERVISOR WARD: Board will now open special meeting to accept
the Budget for 2004. The budget will not be approved this
evening due to a problem.

3, 2003 at 7:30PM to accept 2004 Budget.

RESOLUTIONS
WHEREAS,
the Town of Wallkill and Town of Wallkill CSEA Unit 2 (hereafter "the Union"),
are parties to a collective bargaining agreement which
expired on December
31, 2001; and
WHEREAS, negotiators representing the Town of Wallkill and
the union have engaged in collective negotiations for a successor
agreement pursuant to the requirements of the Taylor Law (Civil
Service law section 200 et seq.); and
WHEREAS, the collective negotiations have concluded with agreement
dated October 9, 2003, which agreement is subject to approval
by the Town Board and the membership of the Union; and
WHEREAS, the Town Board of the Town of Wallkill has reviewed
the terms of the Agreement and has consulted with the representatives
of the Town in the negotiations, who have recommended that
the Town Board approve the agreement.
NOW, THEREFORE, BE IT RESOLVED the Town Board of the Town
of Wallkill approves the Agreement with the Union dated October
30, 2003; and it is further
RESOLVED the Town Supervisor shall take all necessary steps
to cause implementation of the terms of the Agreement.

COUNCILMAN VALENTIN: received memo from employees of the Court
Department regarding the contract. Concerned with the time
allowed for workers to review contract.
SUPERVISOR WARD: contract was given to Union on October 9,
2003; has not read letter yet from employees.
COUNCILMAN McLEAN: document was given to the Union on October
9th; will be -- Voting on that document- no changes noted.
COUNCILMAN VALENTIN: miscommunication between the members
and the president
COUNCILMAN KING: no contract for over 10 months; unfair to
vote without time to review.
