The Town Board of the Town of Wallkill held a Public Hearing at
the Town Hall, 600 Route 211 East, on Thursday, April 11, 2002
at 7:15 PM. Board members present were Supervisor Ward, Councilman
McLean, Councilman King, Councilman Depew and Councilman Valentin.
Also present was Jeanne Gervasi, Town Clerk and Gary Greenwald,
Attorney for Town.

WARD: Good evening ladies and gentlemen. Will the Town Clerk please
read the notice of public hearing.

PLEASE TAKE NOTICE that a public hearing will be held by the Town
Board of the Town of Wallkill on April 11, 2002 at 7:15 PM at
Wallkill Town Hall regarding the adoption of a Local Law of the
Town of Wallkill for the year 2002, which would amend the Zoning
Ordinance of the Town of Wallkill to establish a Planned Interchange
Development District, which would permit uses enumerated under
§249-28 of the Town of Wallkill Zoning Code.
The following property situate between Route 17K and Stone School
house Road presently located in an R-2 zoned District, as defined
in the Town of Wallkill Zoning Ordinance, is proposed to be rezoned
and designated a Planned Interchange Development (PID) District
under said ordinance, subject to all regulations created and established
relative to said Planned Interchange Development (PID) District;
Tax Map Number 1-1-44/ McRod North, LLC, Owner of Record
Any resident of the Town of Wallkill is entitled to be heard upon
said proposed Local Law at such public hearing. Copies of said
proposed local Law are available for review at: Wallkill Town
Hall, 600 Route 211 East, Middletown, NY 10940
PLEASE TAKE FURTHER NOTICE that the environmental significance
of the proposed Local Law will be reviewed at said public hearing.

WARD: Good evening again. We will now start the regular meeting
of the Town Board. First, I would like to make a motion to accept

Middletown/Wallkill Veteran's Council
The
Middletown/ Wallkill Veteran's Council has a long history of ceremonies
on Memorial Day for as long as I can remember. It has been my
honor to have arranged them for the past 10 years, relatively
snag-free. This year, however, we are encountering a major snag.
After
September 11, this area, as did all areas, saw a massive increase
in demand for American flags. At the same time the supply rapidly
was depleted in local stores. People have turned to the local
American Legion, who have received countless requests, but had
no flags. They in turn came to the Veteran's Council who maintains
an inventory of flags that we place on Veteran's graves for Memorial
Day. We dipped into our supply so that every single request for
an American flag was granted. As a result the Veteran's Council
now has an extreme shortage of flags available for this Memorial
Day.
I
am writing to you in the hope that you will help us replace those
flags. I am requesting a $500 stipend from both the City and Town
so that we might honor all fallen veterans buried in Hillside
and St. Joseph's cemeteries by placing a flag on their grave.
Each flag costs between $1.30 -2.00 depending on the number purchased
and we need to replace 500 flags this year. Also included in this
request is money to help defray the cost of 12 wreaths at a price
of $35 each. If you have any questions I can be reached at 343-6931

Department of Public Works- March Employee of the Month
Please join us in recognizing Jay McClintock, Jr. as the Department
of Public Works' Employee of the Month for March 2002.
In the absence of Golf Course Superintendent Rick Evans who is
recuperating from a recent illness, assistant Superintendent Jay
McClintock has performed admirably in keeping the Golf Course
maintenance activities on track and operating efficiently. Due
to Jay's leadership, the Golf Course was in great shape for its
earliest opening date ever, and reports I have received from some
avid golfers are that the facility is in better shape than many
other courses in the Hudson Valley. Under Superintendent Evans'
direction, the Golf Course has earned a reputation as being extremely
well-maintained, and in his temporary absence, Jay McClintock
has done a superb job in carrying on that tradition.
Thank you for recognizing Jay and congratulating him for his receipt
of this award.

North Galleria Drive Improvement Project Bids
Pursuant
to receipt of proposals on 5 April 2002, in regards to the above
referenced work, our office has made a review of these proposals,
as submitted.
Nine
(9) bids were received with regard to the general construction.
The project involves in general, an asphalt overlay of North Galleria
Drive.
The
following table outlines the proposals received:

Based
on a review of the scope of work and proposals submitted, it is
our opinion that the bid values are reasonable, based on current
construction costs. Our office has worked with Sullivan County
Paving on projects in the past. Based on this history, it is our
opinion that they will be capable of completing the project work
in a professional manner.
Based
on the above, it is our recommendation that the Town award the
project to Sullivan County paving in a base bid amount of $352,431.00
and the alternative bid for $1,600.00. Review of the project budget
has revealed that sufficient available funds have been allocated
by the Town for the construction of this project. If the Town
so decides, a Notice of Award should be sent to the Contractor
as soon as possible.

and we look forward to its successful completion.

RE:
Wastewater Treatment Plant
This letter is a follow up to my visit to the referenced facility
today.
While
touring the plant, I noticed an accumulation of algae growth on
the weirs in both final clarifiers. It is recommended that these
weirs be thoroughly cleaned on a regular basis- daily, if necessary.
By eliminating any accumulation of solids on the weirs, it minimizes
the possibility of uneven flow distribution which will produce
velocity currents that may contribute to the carry over of solids
in the final effluent.
I
also observed some solids and foam along the bank of the Wallkill
River at the treatment plants' outfall pipe. Apparently there
was some carry over from the clarifiers through the outfall. This
material must be removed from the river and the area cleaned immediately.
Hopefully, the recent addition of a polymer to the process will
eliminate this condition in the future. In any event, your daily
inspection of the outfall and maintenance of this area is expected.
I
understand that the Town is considering retaining a consultant
to evaluate the plant performance and help identify the cause
of the recent plant upset. As long as the Town of Wallkill requests
the continued participation of the DEC's Technical Assistance
Group, and you cooperate with their recommendations, the region
will support their involvement to assist in bringing your facility
back into compliance.
Your
continued cooperation in trying to track down a possible industrial
source as causing the treatment plant upset is appreciated. Please
keep us informed regarding any changes to the Town's Sewer Use
