The Town Board of the Town of Wallkill held a public hearing at the Town Hall, 600 Route 211 East at 7:20 PM on Thursday, April 24, 2003. Board members present were Supervisor Ward, Councilman King, Councilman Valentin, Councilman McLean and Councilman Depew. Also present were Spencer McLaughlin, Attorney for the Town, Louisa Ingrassia, Deputy Town Clerk and Ed. Smith, Superintendent of Water and Sewer and John Lippert, Commissioner of Public Works.

Ms. Ingrassia, Deputy Town Clerk: PLEASE TAKE NOTICE that a public hearing will be held by the Town Board of the Town of Wallkill on May 8, 2003, at 7:15 PM at Wallkill Town Hall regarding the adoption of a Local Law of the Town of Wallkill for the year 2003, which would amend the Town Code of the Town of Wallkill to revise the Town’s Exemption for Capital Improvements to Residential Buildings.

Any resident of the Town of Wallkill is entitled to be heard upon said proposed Local Law at such public hearing. Copies of said proposed Local Law are available for review at Wallkill Town Hall, 600 Route 211 East, Middletown, NY 10940.

PLEASE TAKE FURTHER NOTICE that the environmental significance of the proposed Local Law will be reviewed at said public hearing.

Board members present were Supervisor Ward, Councilman King, Councilman Valentin, Councilman McLean and Councilman Depew. Also present were Spencer McLaughlin, Attorney for the Town, Louisa Ingrassia, Deputy Town Clerk and Ed. Smith, Superintendent of Water and Sewer and John Lippert, Commissioner of Public Works.

Ms. Ingrassia, Deputy Town Clerk: PLEASE TAKE NOTICE that a public hearing will be held by the Town Board of the Town of Wallkill on May 8, 2003, at 7:20 PM at Wallkill Town Hall regarding the adoption of a Local Law of the Town of Wallkill for the year 2003, which would establish a Drainage District within that parcel within the Town of Wallkill to be known as Crescent Cove Subdivision.

Board members present were Supervisor Ward, Councilman King, Councilman Valentin, Councilman McLean and Councilman Depew. Also present were Spencer McLaughlin, Attorney for the Town, Ed. Smith, Superintendent of Water and Sewer, John Lippert, Commissioner of Public Works, Robert Hertman, Chief of Police, George Tyndall, Deputy Chief and Louisa Ingrassia, Deputy Town Clerk .

The Pledge of Allegiance was led by Mr. Valentin; moment of silence for the troops

As you may recall, the You and Me Subdivision posted two bonds as a condition of approval for Section 1, which included a Phase A Improvement Bond to straighten Crystal Run Road in the amount of $57,850 and a Phase B Bond to add an additional 12’ lane to Crystal Run Road near the intersection of Goshen Turnpike at an estimated cost of $33,700. The Planning Board recently requested that the two bonds be increased in value, in light of the fact that the bonds were posted in 1994.

In response, the applicant’s engineer submitted a letter to our office dated 1 April 2003 which includes a cost estimate, a copy of which has been attached, increasing the Phase A Bond from $33,700 to $43,971. The engineer used as a basis for the increase a 3% increase over nine years, compounded annually.

On the basis of the above, it appears that the requested bond increase is satisfactory. We would therefore recommend that the Phase A bond be established in the amount of $75,281 and the Phase B Bond established in the amount of $43,971. We are hopeful that the above is acceptable. If you should require any additional information, please contact our office.

Per our conversation with your office of April 23rd, I would like to request the authorization of the Town Board to once again conduct our Annual Tent Sale.

The tent will be rented and professionally erected during the week of June 22nd, 2003. The sale will begin on June 26, 2003 and is expected to run through Sunday July 13, 2003. The tent will be dismantled on Monday July 14th. the tent will be 30’ by 40’, with sides attached to it, and will be located in the parking area right outside our doors in the Galleria At Crystal Run. We will also need electrical service in our tent. Please send us the list of requirements for this. The location is the same that has been used in years past. Merchandise sold will be primarily clothing and footwear. The merchandise will be brought out each morning and brought back into the store each night.

If I can address any questions or concerns please don’t hesitate to contact me. Thank you, in advance, for helping us make this annual event our best ever.

Re: Department of Public Works Employee of the Month

We are pleased to announce that John Sullivan has been selected as the Department of Public Works Employee of the Month for February 2003. John was nominated for this award for his money saving idea. John found us a flat bed body to be used on our paint crew for $300.00. A new flat bed body would have cost the Town $3,000.00. Thanks to the initiative that John showed, the Town saved $2,700.00.

Thank you for helping us to honor John Sullivan as our most recent recipient of the Employee of the Month award.

Re: Department of Public Works Employee of the Month

Dear Board Members

We are pleased to announce that we have selected the entire Town of Wallkill Parks Department as the Department of Public Works Employees of the Month for March 2003. As you know, the Parks Department has been hard at work completing the field improvements at the Little League Park. In addition to the field improvements, the Parks Department has completed numerous other projects such as painting the buildings, replacing the bleachers, installing the new flag pole, and many other items as directed by the Town Board and Little League representatives. Throughout this frenzy of activities, the Parks Department staff completed the improvements like true professionals. We would like to commend our employees for their dedication and their many years of service to the Town of Wallkill Little League.

Please join us in congratulating and recognizing the Town of Wallkill Parks Department for receiving this award, and thanking them for their long history of dedication.

Re: NYPTA 2003 Spring Conference

From June 11-13, 2003, the New York Public Transit Association (NYPTA) will hold their annual Spring Conference in Lake Placid, NY. Last November I attended the NYPTA Fall Conference and found it to be very enlightening and educational.
