of the City of New York and many other public offices taught
a class in Government Finance. His major tenet on detecting true
public policy is the examination of how government spends its
money not in what public officials state.

When I took over as Director of Emergency Management for the
Town of Wallkill in January, I had an emergency operations plan
from one single business within the town, a proposed emergency
management organizational plan and two pieces of correspondence
which had been unopened announcing classes that had completed
months before. The United States was preparing for war and there
were active terrorist threats throughout the nation.
I endeavored to identify the immediate problems, prioritize
them and network with officials. I collected critical school
emergency plans so that they would be available is needed. I
met twice with the Board to discuss some of the very pressing
concerns facing the Town in the area of emergency management.
The task is great; the issues pressing.
The Supervisor had asked me to accept the position as a volunteer.
He hoped that he could prevail upon the Board to allocate a small
stipend at a later date. Recently, the Board rejected payment
of a stipend of approximately two thousand dollars for the remainder
of the fiscal year. That would have been the responsibility of
the Town that would have triggered a 75% temporary federal subsidy
for a minimum of twenty hours per week.
I
strongly believe that citizens have the right to be protected
in their homes. This I believe is the primary responsibility
of government, especially local government. To reject such a
plan, in light of the present state of preparedness of the Town
is unbelievably reckless and inexcusable in a time of war and
terrorist activity. With the present population, industry, retail
shopping centers and geographic location, the potential for non-terrorist
problems is significant enough in normal times. I feel that a
majority of the Board seeks to exploit emergency service volunteers.
Herman Badillo’s words echo strongly. While that Town Board
majority stated the money had not been budgeted in the most recent
budget as the reason for their action, over two hundred thousand
dollars had been budgeted for the Town Hall purchase rejected
by voters. As Mr. Depew stated in his most recent letter to the
editor, we are a prosperous town. The funds are available if
the Board viewed the protection of its people as a critical issue.
I can only thank Supervisor Ward and Councilman McLean for their
commitment to safety in our homes.
I resign the position effective immediately hoping to trigger
a public debate. I want to leave it to the people of the Town
of Wallkill to decide the level of protection they desire and
at what reasonable cost. After all is said, the Town of Wallkill
is our town, our home.

WHEREAS, bulk trash pick up for residents of the Town of Wallkill
on a one time annual basis has not been implemented in the Town
for a number of years; and
WHEREAS, the Town Board of the Town of Wallkill authorized the
solicitation of bids to contract for bulk trash pick up for residents
of the Town of Wallkill on a one time annual basis, as part of
its Bulk Pick Up Program; and
WHEREAS, the lowest responsible bidder satisfying the minimum
requirements for said residential bulk trash pick up on a one
time annual basis is Waste Management, Inc.; and
WHEREAS, the Town is required under New York State Law to award
such a contract to the lowest responsible bidder; now
THEREFORE, BE IT RESOLVED that the Town Board of the Town of
Wallkill hereby authorizes the Commissioner of Public Works to
award the contract for one time

Inc. as the lowest responsible bidder, for an amount not to exceed
the amount proposed; and

eliminate a number of items.

SUPERVISOR WARD: The town will let the public know about times
of pickup and he hopes that Mr. King is wrong and that this is
a big success
WHEREAS, the Town Board of the Town of Wallkill has determined
that the televising and taping of meetings of the regular bi-weekly
Town Board open to the public attendance is in the best interests
of the residents of the Town; and
WHEREAS, the operation of the camera and video equipment for
said televising and taping has long depended upon volunteer operators,
which has placed an unfair expectation on said volunteers and
occasionally has led to inexperienced, incompetent operation
of said equipment by counsel and others; and
WHEREAS, the Town Board finds that it is in the best interest
of the residents of the Town, who avail themselves of said telecasts
in order to be informed of the actions of the Town Board, to
compensate competent operators of the TV/Video camera and equipment
used in the televising and taping of the regular bi-weekly Town
Board meetings; now

THEREFORE, BE IT RESOLVED, that the Town Board of the Town of
Wallkill hereby sets compensation for the regular and competent
operation of the TV/Video equipment for the televising and taping

$25 per televised/ taped session; and
