The Town Board of the Town of Wallkill held a public hearing
at the Town Hall, 600 Route 211 East at 7:15 PM on Thursday,
June 12, 2003. Board members present were Supervisor Ward, Councilman
King, Councilman Valentin, Councilman McLean and Councilman Depew.
Also present were Spencer McLaughlin, Attorney for the Town,
Louisa Ingrassia, Deputy Town Clerk, Ed. Smith, Superintendent
of Water and Sewer.

Ingrassia, Deputy Town Clerk: PLEASE TAKE NOTICE that the Town
Board of the Town of Wallkill will hold a public hearing
on a proposed local law entitled “A local law repealing
existing Article II of Chapter 194 and enacting a new Article
II of Chapter 194 of the Code of the Town of Wallkill” on
the 12th day of June, 2003, at 7:15 PM at the Town Hall, 600
Route 211 East, Middletown, New York.
A
copy of the proposed Local Law is on file in the office of
the Town Clerk and available for inspection by interested persons
during Town Clerk’s business hours.
The Town Board will at the above date, time and place hear
all persons interested in the subject matter hereof. Persons
may appear in person or by agent. All written communications
addressed to the Board must be received by the Board at or prior
to the public hearing.

office of Malcolm Pirnie.
Mr. Yonkin gives presentation regarding the change in Chapter

public hearing will be held by the Town Board of the Town of
Wallkill on June 12, 2003, at 7:20 PM at Wallkill Town Hall regarding
the adoption of a Local Law of the Town of Wallkill for the year
2003, which would establish a Drainage District within the Town
of Wallkill to be known as Waterview Village Subdivision
Any resident of the Town of Wallkill is entitled to be heard
upon said proposed Local Law at such public hearing. Copies of
said proposed Local Law are available for review at Wallkill

on June 12, 2003 at Town Hall, 600 Route 211 East at 7:55 PM.
Board members present were Supervisor Ward, Councilman King,
Councilman Valentin, Councilman McLean and Councilman Depew.
Also present were Spencer McLaughlin, Attorney for the Town,
Ed. Smith, Superintendent of Water and Sewer, Robert Hertman,
Chief of Police, and Louisa Ingrassia, Deputy Town Clerk.

SUPERVISOR WARD: defers to Chief Hertman regarding a special
presentation.
CHIEF HERTMAN: gives presentation to Officer Charles Bodensieck
with a medal and plaque. He was awarded Officer of the Year.

Scotchtown Presbyterian Church will be having a Vacation Bible
School from July 21st to the 25th, 2003. For the safety of the
children, we would like permission again this year to close Mills
Road from approximately 8:45 am to 12:30 PM, the hours which
the school will be in session with dropping off and picking up
the children is included. We request two Department of Highway
barriers, to place at the intersection. We will put them up and
take them down at the times indicated.

wish to than you and your staff for the outstanding performance
in crisis intervention on ……. Having lost one son
to suicide, I was not desirous of seeing it happen again without
doing something. (xxxx) has been marginally ill for years, but
we were happy he was coping. He refused to take medication, which
might have helped. But this time he explicitly talked about ending
it all like his brother.

My
wife contacted ….who apparently was up on the latest
procedures. We had heard of recent cases where patients had been
compelled to take medication, a change within just the past few
years. Unfortunately, (XXXX) hospital may not have a budget for
this kind of expensive treatment, and the standard methods prevailed,
with this difference: a psychiatrist reportedly agreed with a
social worker’s initial diagnosis to sign a release. Of
course we were, to put it mildly, disappointed. But this does
not take away from your department’s tactful and efficient
handling of the apprehension, and your skillful cooperation with
the county mental health unit. We thank you and your men – all
the staff who participated.

On
behalf of St. John’s Lutheran Church and the Outreach
Committee, I would like to express our gratitude and appreciation
to Police Officers Anthony Kuhn and Adam Bruce.
As
part of our annual project, we adopt a number of needy families
in the community as our “Christmas Angels” granting
their wishes. Tony, once again, asked if we would be interested
in giving the bicycles that the Town of Wallkill Police Department
had in storage to these families. We graciously accepted and
through the coordination of the members of the Outreach Committee,
the Interfaith Council and Rural Opportunities, we were able
to deliver these “gifts of love” to our Christmas
Angels.
We
are extremely grateful for Officers Kuhn and Bruce for their
services to the needy and to our community. Our appreciation
goes to the Town of Wallkill Police Department for giving us
the opportunity to give these gifts of transportation to those
who have no other means of getting to work and to put smiles
on the children who appreciate the gifts of having “new” bicycles.

RESOLUTIONS
WHEREAS, heretofore the Town Board of the Town of Wallkill has
introduced a proposed local law amending Chapter 194-48E(1) of
the Code of the Town of Wallkill by repealing existing Article
II and enacting a new Article II; and
WHEREAS, the Town Board is the sole Involved Agency and is the
Lead Agency, and as such has caused to be prepared a short Environmental
Assessment Form, and
WHEREAS, the Town Board has conducted a public hearing on the
proposed local law and heard all persons interested in the subject
matter of the same, and
WHEREAS, following a public hearing on the proposed local law
and due deliberation having been had thereon, now
THEREFORE, BE IT RESOLVED as follows:
1. That after considering all of the information presented to
it, including the short Environmental Assessment Form and comments
presented to the Town, the Town Board hereby determines that
the proposed action will not result in any significant adverse
environmental impacts, and that the adoption of the proposed
local law will have a beneficial effect on the environment of
the Town of Wallkill in that the local law updates the requirements
for the use, operation and maintenance of the public sewer systems
within the Town of Wallkill and in particular construction of
the sewers and the monitoring of industrial users, all of which
the Town Board determines will have a positive effect on the
environment.
