In an effort to better serve our customers throughout the summer season and to maintain a safe and clutter free warehouse, we the associates of your Town of Wallkill WalMart hereby request permission to have up to ten storage trailers on our premises. These trailers will in no way infringe upon customer parking. The area we will be using is the concrete area behind our Tire Lube Express near the receiving bays. We would like to have this permit for sixty days to store seasonal summer merchandise.

We would appreciate your prompt response and again thank you for your consideration.

WHEREAS, heretofore the Department of Environmental Conservation has notified the town that the operation of the Town's wastewater treatment plant was not in accordance with the Town's SPDES permit, and

WHEREAS, the DEC indicated that it would proceed against the Town unless the Town entered into an order on consent which requires that the Town pay the DEC $1,000.00 and waives the balance of the civil penalties which the DEC has asserted against the Town and which order provides an opportunity to the Town to address the violations of the permit, and

WHEREAS, the DEC required that the order on consent be executed on June 7, 2002 or the DEC would withdraw the opportunity to enter into the order on consent, and

WHEREAS, acting on advice of the attorney for the sewer district the Supervisor executed the order and it was delivered to the DEC subject to the ratification by the Town Board,

NOW THEREFORE, BE IT RESOLVED as follows:

The Town Board does hereby ratify and confirm the action of the Supervisor in executing the order on consent between the DEC and the Town of Wallkill in DEC File No. 3-20020430-48 and authorizes the execution of the order on consent nunc pro tunc.

BE IT RESOLVED, that the Town of Wallkill is hereby submitting its Application for the Silver Lake drainage and paving improvements for the dead end streets off Silver Lake Scotchtown Road between Neeley Street and Bert Crawford Road for consideration under the FY-03 Orange Urban County Consortium Community Development program, and that the Supervisor is hereby authorized to submit this Application. Be it further certified that Town Officials have read and understood the Orange Urban County Consortium Community Development Guidelines for the FY-03 program year, and have met all of its applicable requirements and that the information in the Application is accurate and true to the best of their knowledge.

The undersigned Commissioner of Public Works of the County of Orange does hereby close all that portion of Hubbard Road, (a Town road) in the Town of Wallkill. BEGINNING at the point of intersection with Prosperous Valley Road, (a Town road) and runs THENCE in a northeasterly direction along said Hubbard Road, (a Town road) approximately2,640 feet (0.5 miles) to a point of intersection with Campbell Road, (Sullivan County Road No. 63). The bridge closure is due to structural deficiencies. Said closing being effective by the conspicuous posting of "Bridge Closed' signs on or about June 3, 2002.

The said Town road will be closed to all through traffic for an indefinite period of time in accordance with the provisions of Section 104 of the Highway Law. Appropriate traffic control devices, in accordance with the provisions of the NYSDOT MUTCD, will be in place.

Normal through traffic using this portion of Hubbard Road should use alternate routes.

Supervisor Ward: open Door Meeting on Saturday, June 29th from 8AM to noon. One Board meeting in July and August, last Thurs. of each month. Tuesday, June 18, 1PM Bowser Road bridge opening. Used Town Bulk pick up $50- good deal. Reminder to change house numbers. Meeting with the Board of Elections- split Town in half by congressional districts being redistricted. If you have questions regarding changes call Town Hall for information. Tues., June 18th- golf Tournament- Occupations. Pros will be there. Following letter sent to Times Herald Record in response to editorial regarding Police Chief and test scores. Meeting next Wednesday with Thrall Library at the Library at 7PM. In response to the editorial in the Sunday June 9th Times- Herald Record, " New test for Wallkill officials", I appreciate your observation that Chief Hertman is doing a good job and that the people in the Town of Wallkill like him.
Because of past issues in the Town's police department we had to look for qualifications that went above and beyond the usual police chief requirements. The candidate would have to have had extensive investigation and interviewing experience, as well as expertise as an instructor since the department needed a great deal of training and direction. The individual had to be a strong leader whose police background was beyond reproach. All these requirements are the result of the decree signed by the Town in an effort to change the image of the police department. Finally, the chief had to be acceptable to the federally appointed monitor. Robert Hertman test results in New York City from his appointment to Sargent was 93.792, his appointment to Lieutenant was99.744 and finally his appointment to Captain was 80.44.
I think it must be mentioned that officials in the Town of Wallkill, including myself, feel we must hire the most qualified people and make decisions on Town matters that will first and foremost be of greatest benefit to residents of the Town. Chief Hertman was hired in February 2002 after an extensive interviewing process. The Town Board felt then and now that he is the best person for the job. The Chief has shown to the Town of Wallkill that he has the leadership, dedication and experience to do the job and as a result the people from the Town have been responding to him. This has already given the police in Wallkill a new image.
The Police Chief salary being offered by the Town at this time is a fair salary. Yes, it is lower than Chief Hertman's present salary; however we are required to offer a salary before interviews take place. In many professions, people are paid salaries which are in direct connection to their experience. It should also be mentioned that Chief Hertman's salary does not include the medical benefit package that is offered to other Town employees. I think it is important for everyone, including other police officers to look at the complete picture before concluding that this lower salary offer is an unfair attempt to scare of Hertman's competition.
The Town of Wallkill's Town Board will continue to do what we feel is best for the residents of Wallkill first before all else. Individually we might disagree at times, but we are committed to working together to make the best decisions for all of our Town's residents.

Finally, I must disagree with your comment: "In Wallkill, they still have trouble getting it right. Maybe the monitor, who has the last word, can deal with this in a professional manner". This Town Board has initiated significant improvements and changes since the beginning of this term. Business is conducted in a very professional manner and indeed we are now doing it right. That is, the right thing for the people of Wallkill, not the editorial staff of the Times Herald Record.

Chief Hertman: Dennis Rolon attended police games won gold medal in his age group. P.O. Bodensieck and P.O. Kammarada handled bank robbery arrest. Aug 6th is Night Out Against Crime. Hired three officers- to be sworn in on Monday morning; one will be going to the academy
