INGRASSIA: PLEASE TAKE NOTICE that the Town Board of the
Town of Wallkill
will hold a public hearing on a proposed
local
law entitled "A local law amending Article II of Chapter
194-48E(1) of the Code of the Town of Wallkill" on the
24th day of July, 2003, at 7:20 PM at Town Hall, 600 Route
211 East, Middletown, New York.
The proposed local law repeals Section 194-48E(1) Local Limits
and in its place and stead the following Local Limits are adopted:
Total Solids (TS) 2,000; Total Suspended Solids (TSS) 300.
A copy of the proposed local law is on file in the office of
the Town Clerk and available for inspection by interested persons
during the Town Clerk's business hours.
The Town Board will at the above date, time and place hear
all persons interested in the subject matter hereof. Persons
may appear in person or by agent. All written communications
addressed to the Board must be received by the Board at or
prior to the public hearing.

MR. SMITH: reads letter from Revere Smelting and Refining
Corp. (RSR).
Revere is requesting that the Total Solids parameter limit,
proposed in Article II of Chapter 194-48E(1) of the Town of
Wallkill Code, be increased from 2000 mg/l to 5000 mg/l. The
basis for this request is provided below.
In 1997, Revere contracted Resource Consultants Incorporated,
(RCI) to perform a study on the effects of Total Solids at
the Town of Wallkill Sewer Treatment Plant. The study was performed
due to Revere installing some new process equipment and by
a request by the Town of Wallkill. The results of the study
indicated that the Town of Wallkill Sewer Treatment plant influent
contained on average 790 mg/l Total Solids, and that Revere
was contributing between 200 to 250 mg/l Total Solids of that
total. The study further indicated that the Town of Wallkill
Sewer Treatment Plant could effectively handle a gradual increase
in total solids in its influent to around 2000 mg/l.
Revere has calculated that an increase of up to 5000 mg/l
in the water discharged from Revere's facility would only increase
the Total Solids in the Town's sewer treatment plant influent
by 60 mg/l. This calculation is based upon a flow of 3 million
gallons per day (MGD) through the Town's Sewer treatment plant.
The calculation is worst-case scenario and the actual concentration
would most likely be less. Additionally, this increase in Total
Solids, will enable Revere to better utilize manpower and resources
to explore additional water conservation methods within the
facility that could ultimately lower the total volume of water
discharge of the Town sewer treatment plant.
Revere requests at least a temporary trial period allowing
a gradual increase in total solids not to exceed 5000 mg/l
and subsequent monitoring to determine if any adverse effects
are experienced by the Town's sewer treatment plant.

In the early hours of June 29th, the Town experienced a pipe
failure at the Crystal Run water treatment facility. This resulted
in the Town losing the ability to produce about 50% of the
Town's water demand. At approximately 7:30 AM, I contacted
Jerry Bergman to ask for his assistance in determining our
ability to pump water from the City of Middletown into our
system, as well as a design to restrain the pipe when we put
it back together.
Within the hour, both Jerry and Dave Knapp arrived at the
site to offer any assistance that we needed. Inder, these guys
gave up most of their Sunday on the basis of a phone call in
order to assist the Town. Their actions were commendable and
greatly appreciated.

On June 29th, the Town of Wallkill experienced a major water
emergency that resulted in the loss of 50% of the Town's ability
to provide water. At my request, at approximately 11 PM, the
Town transferred roughly 150,000 gallons of water from the
City's system to the Town.
On behalf of the Town of Wallkill, I would like to thank you
for your cooperation in this matter. I would especially like
to thank Bill Johnson for his assistance as well as Art Batista
and the staff at the filter plant.

the Circleville Park on Sunday, June 29th at pavilion two.
When
I called to reserve the pavilion, I spoke with Louisa.
I was amazed on how nicely I was treated. Everything was
explained
clearly, courteously and efficiently. Louisa is a true "gem" in
dealing with the public and I hope the Town appreciates having
her as an employee.
The party a huge success, the grounds were clean, the staff
was friendly and courteous. A great time was had by all.
Circleville Park is a safe and wonderful place to celebrate.
Hats of to the Town for keeping the Park in good condition.

Please advise if it is necessary for me to apply for permit
or permission to have a yard sale near my home.
As you can see, I reside on Hampton Court, at the bottom of
the cul-de-sac in Village on the Green town homes. I am somewhat
removed from the well traveld roads in my neighborhood.
This letter will serve to ask if I can hold my yard sale within
the first median, i.e. the lawned green area between the one
way streets of Greenway Terrace as close to Silverlake- Scotchtown
Road as I am permitted. I feel that this will eliminate a traffic
buildup on Hampton Court. I would like to set up my table from
8 a.m. to 3 p.m. on Saturday August 23 and/or August 30 with
raindates, if necessary, of Saturday September 6 and/or September
13.
Of course, I will be entirely responsible for the clean-up
of the area.
I will be awaiting your response.

On July 17, 2003 at 2PM, bids were received and read aloud
for a 2003 fourteen (14) foot cube van. Two bids were received,
one for $21,350.00 from Van Bortel Ford Inc., 7325 Route 96,
Victor, NY 14564 and the other for $23,058.00 from Fulton Chevrolet-Cadillac
Co., PO Box 519, Middletown, NY 10940.
The bid specification required delivery of the vehicle within
three (3) days of the Town Board acceptance of the bids. Van
Bortel Ford cannot meet this specification. Therrefore, I recommend
that the Board disqualify the bid from Van Bortel Ford and
accept the bid from Fulton Chevrolet Cadillac in the amount
of $23,058.00.
