The current contract with J.P. Mascaro for sludge disposal
from the Wastewater Treatment Facility expires on August 1st.
At 2:00 PM today, bids were received and read aloud for the
disposal of approximately four thousand, five hundred tons
of sludge per year for three years, with an option to extend
for an additional three-year period.
A total of four bids were received, ranging in cost between
$75.20/ton and $155.75/ton for the first year. I recommend
that you accept the low bid of $75.20/ton as submitted by SYNAGRO,
1800 Bearing Road, Suite 1000, Houston, Texas 77057, subject
to approval by Town Attorney. SYNAGRO is to commence hauling
on August 2nd. The estimated first year cost is $326,400.00.
This includes an additional cost for grit and screening removal
at $160/ton. The second and third year cost will increase directly
proportional; to the Consumer Price Index.

RESOLUTIONS
BE IT HEREBY RESOLVED, by the Town Board of the Town of Wallkill
that said Town Board hereby authorizes the Town Supervisor
to enter into a Memorandum of Understanding with Crystal Run
Crossing, Inc. for the creation of a Special Benefit Assessment
District for the purpose of widening Crystal Run Road, if deemed
appropriate.
TABLED.
WHEREAS, the Town Board of the Town of Wallkill desires to
maintain the most efficient and accurate accounting software
system; and
WHEREAS, current state-of-the-art accounting system and application
software is more efficient and accurate than the current accounting
system software currently used by the Town Accounting Department;
and
WHEREAS, a certain system provided by KVS Information Systems,
Inc., has proven to be best suited to the needs of the Town
Accounting Department, said system having performed ahead of
others in similarly situated communities and said system appearing
on the NYS Bid List, thus requiring no Bid procedure; now
THEREFORE, BE IT RESOLVED, by the Town Board of the Town of
Wallkill, that said Town Board hereby authorizes the Town of
Wallkill Accounting Department to purchase the KVS Information
Systems, Inc. software, as it appears on NYS contract, according
to the specifications as listed in its proposal, herein attached,
in order to provide a more efficient and accurate accounting
within the Town for its residents, as being in the best interests
of the town and its residents.

WHEREAS,
the Town Board of the Town of Wallkill (the "Town
Board" and the "Town", respectively), in the
County of Orange, New York, has received a duly filed petition
by the owner of a certain parcel of property in the Town,
to establish a lighting district within said parcel to be
known
as Heritage Hills Subdivision; and
WHEREAS, said owner has proven to the satisfaction of the
Town Board that it is the owner of all taxable real property
situated within said proposed district; that there are no resident
owners on said proposed district; and that said proposed district
is located wholly within the Town; and
WHEREAS, petitioner did submit a map and plans showing the
boundaries of the proposed district, a general plan of the
proposed street light system, all outlets and the terminus
and course of each circuit and a Schedule showing the metes
and bounds of the proposed district, said maps plans and description
having been prepared by engineers and surveyors licensed by
the State of New York; and
WHEREAS, the cost for the design and construction of said
street lighting system is to be paid by the property owners
within the proposed district with no cost accruing to the Town;
and
WHEREAS,
the maximum annual cost for the maintenance of said proposed
district was set forth in a cost estimate attached
to the petition as Schedule "B";
ORDERED, that a meeting of the Town Board of the Town be held
at the Town Hall, 600 Route 211 East, Middletown, NY 10940,
in the Town, on the 28th day of August, 2003, at 7:15 PM to
consider said increase and improvement of facilities of the
District and to hear all persons interested in the subject
thereof concerning the same and for such other action on the
part of the Town Board with relation thereto as may be required
by law;
FURTHER ORDERED, that the Town Clerk publish at least once
in Times Herald Record, a newspaper published in Middletown,
New York, and hereby designated as the official newspaper of
the Town for such publication, and posted on the signboard
of the Town maintained pursuant to subdivision 6 of section
30 of the Town law, a copy of this Order, certified by said
Town Clerk, the first publication thereof and said posting
to be not less than ten (10) nor more than twenty (20) days
before the date of such public hearing.

WHEREAS, the Town of Wallkill has acquired various motor vehicles
for use by town employees in execution of their jobs; and
WHEREAS, at least one of the said vehicles used by the Town
of Wallkill Building Department is no longer useful for said
purpose due to age, wear and tear; and
WHEREAS, it is no longer necessary for the Building Department
to retain said property for the purpose for which it was acquired,
thus making it surplus property, and
WHEREAS, it is the desire the Town Board of the Town of Wallkill
to transfer said motor vehicle for use by the Town of Wallkill
Volunteer Ambulance Corps, which has need for such vehicle
in the furtherance of its mission for the good and welfare
of the community; now
THEREFORE, BE IT RESOLVED, that the Town Board of the Town
of Wallkill, in regular session duly convened, does hereby
authorize and direct the Supervisor of said Town to cause said
Building Department motor vehicle, herein identified in Attachment
A and identified as surplus property, be transferred to the
Town of Wallkill Ambulance Corps, as being in the best interest
of the residents of the Town of Wallkill.

WHEREAS,
a resolution was duly adopted by the Town Board of the
Town of Wallkill for a public hearing to be held by
said
Governing Body on May 22, 2003 at 7:15 PM at Town Hall,
600 Route 211 East to hear all interested parties on a
proposed
Local Law entitled A LOCAL LAW AMENDING THE ZONING CODE
OF THE TOWN OF WALLKILL, amending §249-19. R-A. Agricultural
District of the Town Code, correcting certain inconsistencies
in said section; and
WHEREAS, notice of said public hearing was duly advertised
in Times Herald Record, the official newspaper of said Town,
on May 11, 2003; and
WHEREAS, said public hearing was duly held on May 22, 2003
at 7:15 PM at Wallkill Town hall, 600 Route 211 East, Middletown,
NY and all parties in attendance were permitted an opportunity
to speak on behalf of or in opposition to said Proposed Local
Law, or any part thereof, and
WHEREAS, pursuant to part 617 of the implementing regulations
pertaining to article 8 State Environmental Quality Review
Act (SEQRA) it has been determined by the Town Board of said
Town that adoption of said proposed Local Law would not have
a significant effect upon the environment and could be processed
by other applicable governmental agencies without further regard
to SEQRA, and
WHEREAS, the Town Board of the Town of Wallkill, after due
deliberation, finds it in the best interest of said Town to
adopt said Local Law.
NOW,
THEREFORE, BE IT RESOLVED, that the Town Board of the Town
of Wallkill hereby adopts said Local Law No. 6, entitled
A LOCAL LAW AMENDING THE ZONING CODE OF THE TOWN OF WALLKILL,
amending §249-19. R-A. Agricultural District of the
Town Code, correcting certain inconsistencies in said section,
a
copy of which is attached hereto and made a part of this
resolution, and be it further
RESOLVED, that the Town Clerk be and she hereby is directed
to enter said Local Law in the minutes of this meeting and
in the Local Law Book of the Town of Wallkill, and to give
due notice of the adoption of said Local Law to the Secretary
of the State of New York.

that said Town Board hereby authorizes the Town Supervisor
to enter into a contract with Malcolm Pirnie, Inc. for a comprehensive
sewer system investigation for inflow and infiltration problems
in the Town of Wallkill Sewer District and subsequent recommendations
regarding identification, remediation and repair for an amount
not to exceed $120,000 from Sewer District funds.
